Senate Health Care Showdown: Will Subsidies End and Premiums Soar in 2026? (2026)

A heated fight over ACA subsidies is shaping up as the Senate prepares to vote on two competing health-care bills, even though both are unlikely to pass. The looming expiry of subsidies for millions of Americans at month’s end has driven lawmakers to this moment, with Republicans and Democrats trading proposals in a bid to reopen the government after its record-long shutdown.

Democrats are urging a three-year extension of the subsidies, arguing that without it health-care premiums will surge at the start of 2026. Republicans counter that extending the subsidies would perpetuate what they call Obamacare waste, fraud, and abuse, and would enrich insurance companies in the process.

Senator Bill Cassidy, a Republican from Louisiana, asserted on the Senate floor that the Democrats’ bill does nothing to stop billions of dollars in fraudulent spending.

In response, Cassidy and Senator Mike Crapo, a Republican from Idaho, introduced a plan that would provide up to $1,500 per year for health savings accounts (HSAs) for Americans earning under 700 percent of the federal poverty level. But this proposal does not extend the ACA tax credits, and the funds could not be used to pay health insurance premiums. Deductibles for the plans these HSAs would support average around $7,000, according to data from the Kaiser Family Foundation. Supporters argue the approach helps patients directly and saves taxpayers money, but critics say it shortchanges coverage and affordability.

Democrats dismissed the Crapo-Cassidy plan as not viable and criticized its scope. Senate Minority Leader Chuck Schumer argued that the proposal would not extend ACA tax credits even for a single day, which would allow prices to rise without fixing the underlying subsidy problem.

Republicans have faced questions about the timing and strategy of unveiling their plan. Senator Jack Reed, a Democrat from Rhode Island, criticized the GOP for waiting to reveal the details and urged immediate action to extend the ACA subsidies, stressing that time is of the essence as roughly 24 million Americans stand to lose their subsidies by year’s end.

Schumer said Democratic senators are united in voting to prolong the ACA subsidies, while Thune indicated that not every Republican may back the Cassidy-Crapo plan. The conflicting proposals underscore a broader tension over how best to address rising health-care costs and subsidy instability as the deadline approaches.
