The Maharashtra Electricity Regulatory Commission (MERC) has approved a significant renewable energy initiative by the Brihanmumbai Electric Supply and Transport Undertaking (BEST), paving the way for a substantial 220 MW solar power project integrated with a 110 MW/440 MWh Energy Storage System (ESS). This approval marks a pivotal moment in Maharashtra's journey towards a cleaner and more reliable energy future, as BEST embarks on a 25-year journey to procure power from the Solar Energy Corporation of India (SECI).
This decision comes as a response to BEST's urgent request for approval, emphasizing the need to secure renewable energy capacity promptly. The Commission's approval will enable BEST to finalize a Power Sale Agreement (PSA) with SECI, ensuring a steady supply of clean energy. The procurement is a strategic move to meet BEST's Renewable Purchase Obligation (RPO) and Energy Storage Obligation (ESO) targets, which are essential components of Maharashtra's renewable energy regulations. These targets mandate that electricity distribution companies gradually increase the share of renewable power and energy storage in their portfolios.
The approved arrangement involves three developers: LC Infra Projects Private Limited, GH2 Solar Limited, and Navayuga Green Energy Private Limited. Each developer will supply solar power at a competitive tariff, with LC Infra Projects offering 50 MW at Rs 2.86 per unit, GH2 Solar Limited providing 50 MW at Rs 2.87 per unit, and Navayuga Green Energy Private Limited developing the remaining 120 MW at the same rate. SECI will receive a fixed trading margin of Rs 0.07 per unit, in line with central regulatory guidelines.
BEST's primary motivation for this procurement is to meet its RPO and ESO targets, which are crucial for the state's clean energy transition. MERC acknowledges that this initiative aligns with BEST's long-term Resource Adequacy Plan and supports Maharashtra's ambitious clean energy goals. The Commission also highlights the project's potential to shield electricity consumers from volatile short-term market prices by locking in fixed tariffs for 25 years, thereby enhancing cost stability.
A notable aspect of this project is the development of all selected solar plants within Maharashtra and their direct connection to the State Transmission Utility (STU) network. This approach eliminates inter-state transmission charges and reduces transmission losses, making the project more cost-effective. Furthermore, recent tax reductions on solar cells and modules are expected to further lower the effective tariff, providing additional savings.
Despite the project's positive attributes, the Maharashtra State Load Despatch Centre raised operational concerns regarding battery energy storage systems. MERC addressed these concerns by clarifying that dedicated regulations for battery storage are in the process of being finalized. Until these regulations are complete, the Commission has instructed state transmission agencies and load dispatch authorities to facilitate grid connectivity, scheduling, and operational approvals without unnecessary delays. This ensures that the project can proceed smoothly and efficiently.
The approved project is set to commence power supply within 24 months of signing the agreement, contributing to BEST's renewable energy portfolio and sustainability commitments. This development underscores the state's commitment to a cleaner and more sustainable energy future, while also enhancing energy security and reliability for its residents.
